Welcome! Thank you for your interest in the Digital Opportunity Grant Program (FY25). This program is intended to accomplish two things: 1) Achieve the measurable objectives expressed in the Digital Opportunity Plan which will help bridge the digital divide; and 2) Expand the service delivery capacity of MO-based digital equity practitioners. OBD was awarded $14.237M in funding via the State Digital Equity Capacity Grant Program (SDECGP) to support these efforts. OBD will be awarding funds projects that, collectively:
- Demonstrate a high likelihood of significantly contributing to the attainment of one or more measurable objectives;
- Reflect both the geographic and demographic diversity of Missouri;
- Target specific populations that the National Telecommunications and Information Administration (NTIA) has recognized as being historically and disproportionately impacted by the digital divide;
- Propose a viable process for collecting, analyzing, and reporting to OBD the results of the project; and
- Demonstrate a high potential for sustainability and replicability post-operating period.

Getting Started Review the Digital Opportunity Program (FY25) Guidelines prior to completing this application to ensure understanding of the program and requirements. Before starting this application, please gather the information and documents listed below. For more information about grant program requirements, refer to the guidelines.
- Entity FEIN (Federal Employer Identification Number);
- Entity MITS (Missouri Tax Identification Number);
- Unique Entity Identifier from SAM.gov;
- State of Missouri Vendor ID Number;
- 6-digit NAICS Code;
- E-Verify Registration and MOU
- Tax Clearance from the Missouri Department of Revenue. To apply for and obtain tax clearance, submit Form 943 to the Department of Revenue;
- Completed Leadership and Ownership form;
- Applicant Certification Form; and
- A completed Certification Regarding Debarment and Suspension and Other Responsibility Matters document.
Who should create the Submittable account? The email address of the individual creating the Submittable account will be the primary contact for communication between DED and the applicant. This email address will receive notifications about application status and will be the recipient of any questions regarding your application. PLEASE NOTE: Submittable allows for only one open application per email address at a time. If you plan to submit applications on behalf of multiple Applicants:
- You must provide unique email addresses for each application, OR
- You will be required to complete and submit one application before beginning an additional application.
