Welcome! Thank you for your interest in the Digital Opportunity Grant Program (FY25). This program is intended to accomplish two things: 1) Achieve the measurable objectives expressed in the Digital Opportunity Plan which will help bridge the digital divide; and 2) Expand the service delivery capacity of MO-based digital equity practitioners. OBD was awarded $14.237M in funding via the State Digital Equity Capacity Grant Program (SDECGP) to support these efforts.  OBD will be awarding funds projects that, collectively:  

  • Demonstrate a high likelihood of significantly contributing to the attainment of one or more measurable objectives;
  • Reflect both the geographic and demographic diversity of Missouri; 
  • Target specific populations that the National Telecommunications and Information Administration (NTIA) has recognized as being historically and disproportionately impacted by the digital divide;
  • Propose a viable process for collecting, analyzing, and reporting to OBD the results of the project; and 
  • Demonstrate a high potential for sustainability and replicability post-operating period.
